这的确是个很难的问题。不过就拿我所在的城市的政府来做例子的话，其中一个可以实施的方案就是设立一些相关规定来限制房地产开发商过度开发地产。如果开发商们知道自己购买的土地可建住宅的比例，那么这个平衡可以维持了。
